Emergency Medical Services Fund Program >>> County of Orange The Emergency Medical Services Fund (EMSF) is a state funded county administered safety-net payer of last resort program. The program will reimburse physicians for qualified unpaid claims that are for services performed within a county emergency room. Providers must be enrolled in the program in order to qualify to submit claims for payment. For the complete program rules and claims submission requirements, please download exhibits B, C, D and E that are listed below. To enroll into the program or to find claims submission and contact information, please visit the Advanced Medical Management (AMM) website at http://ochca.amm.cc. AMM is the contracted fiscal intermediary for the County of Orange and is responsible for processing EMSF claims.
