The 2000 census found that approximately 21% of all Orange County residents are without health care insurance or other coverage. That means that approximately 309,000 residents live in fear that they would not be able to access proper care in the event of a health crisis in their family. Access to health care is an issue of importance to all of us, and the physicians of the Orange County Medical Association are committed to working with our legislators and public interest groups to help fill the gaps in health care to insure that the safety net is large enough to cover every individual. Our commitment to improving the access to care for all citizens is at the heart of who we are as an organization of physicians dedicated to improving the health of all Americans.

If you are a patient without any health care coverage and are researching your options, below is some information about programs that are available within Orange County that may be able to assist you if you meet the outlined requirements. MSI Program - The Medical Services for Indigents (MSI) Program is operated by the County of Orange to help meet the health care needs of people suffering from an immediate life threatening condition that needs immediate medical attention. Program eligibility is determined based on need and financial status. CalOptima - CalOptima is a County Organized Health System authorized by federal law to administer Medi-Cal benefits for Orange County residents. It is governed by a private board of directors and manages the health care for approximately 275,000 Medi-Cal beneficiaries in Orange County. Since opening its doors in October of 1995, CalOptima has greatly improved access to health care for thousands of the county's poor, disabled and aged residents. Operating within a $706 million annual budget, CalOptima contracts with 9 health networks to provide health care to almost 275,000 Medi-Cal beneficiaries. It also participates in California's Healthy Families program and has the largest enrollment of any Healthy Families program provider in Orange County. EMSF Program - The Emergency Medical Services Program is a provider based program that reimburses physicians for uncompensated care provided through an emergency room within the first 48-hours of admission. Patients cannot apply for the program and physicians paid through the program are not allowed to collect payment from the patient. The purpose of the program is to insure that physicians are paid for uncompensated services and that patients with limited means are not forced to pay.

Pharmaceuticals - Patients without health insurance or prescription drug benefits who are in need of medication and cannot afford to purchase it may be eligible to receive it for free or at a discounted rate.
